As soon as the Convention enters into force, a certified copy thereof shall be transmitted by the Depositary to the Secretariat of the United Nations for registration and publication in accordance with Article 102 of the Charter of the United Nations.

Article 2. For the purposes of this Convention: (a) “Party” means a State or regional economic integration organization that has consented to be bound by this Convention and for which the Convention is in force.
