Government of Georgia | The Government of Georgia Ordinance №160 On Approval of the Technical Regulation of the National Nuclear or Radiation Emergency Response Plan
ბირთვულ ან რადიოლოგიურ საგანგებო სიტუაციაზე რეაგირების ეროვნული გეგმის ტექნიკური რეგლამენტი (შემდგომში − ტექნიკური რეგლამენტი) შემუშავებულია „რადიაციული დაცვის, ბირთვული უსაფრთხოებისა და დაცულობის შესახებ“ საქართველოს კანონისა და რადიაციული დაცვის, ბირთვული უსაფრთხოებისა და დაცულობის სფეროებში მოქმედი საერთაშორისო მოთხოვნების შესაბამისად.
The Technical Regulation of the National Nuclear or Radiation Emergency Response Plan (hereinafter - the Technical Regulation) have been developed in accordance with the Law of Georgia on Radiation Protection, Nuclear Safety and Security and international requirements applicable in the field of radiation protection, nuclear safety and security.

ტექნიკური რეგლამენტის მოქმედება ვრცელდება ყველა იმ ფიზიკურ და იურიდიულ პირზე, რომელთა საქმიანობა დაკავშირებულია მაიონებელი გამოსხივების წყაროებთან, ასევე აღმასრულებელი ხელისუფლების, ავტონომიური რესპუბლიკების, მუნიციპალიტეტის ორგანოებსა და სახელმწიფო რწმუნებულებზე.
The Technical Regulation shall apply to all individuals and legal entities whose activities are related to ionising radiation sources, as well as to executive authorities, autonomous republics, municipal bodies and governors (state representatives).

ტექნიკური რეგლამენტის მოქმედება ვრცელდება უცხო ქვეყანაში განვითარებული ბირთვული ავარიის საქართველოსათვის შესაძლო ან/და დამდგარი ტრანსსასაზღვრო შედეგების შემთხვევაში.
The Technical Regulation shall apply in case of possible and/or actual transboundary consequences for Georgia of a nuclear accident that occurred in a foreign country.

გარემოს, ადამიანის სიცოცხლის, ჯანმრთელობისა და ქონების რადიაციული დაცვის, ბირთვული უსაფრთხოებისა და დაცულობის უზრუნველსაყოფად, ტექნიკური რეგლამენტის მიზანია:
In order to ensure radiation protection of the environment, human life, health and property, nuclear safety and protection, the Technical Regulation shall aim at:

ა) მშვიდობიანობის დროს ადგილობრივი და ეროვნული მნიშვნელობის ბირთვულ ან რადიოლოგიურ საგანგებო სიტუაციაზე მზადყოფნა.
a) preparing for a nuclear or radiological emergency of local and national importance in peacetime.

ბ) ბირთვული ან რადიოლოგიური საგანგებო სიტუაციის განვითარების შემთხვევაში, ოპერატიული, კონტროლირებადი, კოორდინირებული და ეფექტიანი რეაგირება.
b) ensuring prompt, controlled, coordinated and effective response in the event of a nuclear or radiological emergency.

ტექნიკური რეგლამენტის ამოცანაა, შეიქმნას სამართლებრივი საფუძველი: ა) ქვეყანაში ან ქვეყნის გარეთ განვითარებული ბირთვული ან რადიოლოგიური საგანგებო სიტუაციების პროგნოზირებასთან, მზადყოფნასთან, რეაგირებასა და ბირთვული ან რადიოლოგიური საგანგებო სიტუაციის შემდგომ აღდგენით სამუშაოებთან დაკავშირებით შესაბამისი ორგანოებისა და პირების ფუნქციებისა და მოვალეობების მკვეთრად განსაზღვრისა და განაწილებისათვის.
The objective of the Technical Regulation shall be to create a legal basis for: a) a clear definition and distribution of the functions and responsibilities of the relevant authorities and persons in relation to forecasting, preparadness, response and elimination of the consequences of nuclear or radiological emergencies occurring inside or outside the country.

For the purposes of this Technical Regulation, the terms used herein have the following meanings:

ა) ადრეული დაცვითი ღონისძიება − ბირთვული ან რადიოლოგიური საგანგებო სიტუაციის დროს დაცვითი ღონისძიება, რომელიც შეიძლება განხორციელდეს დღეების ან კვირების განმავლობაში და იყოს ეფექტიანი.
a) Early Protective Actions - protective measures in the event of a nuclear or radiological emergency that may be implemented within a few days or weeks and be effective.

უმეტეს შემთხვევაში, ამგვარი ღონისძიებებია ადგილის შეცვლა და იმ საკვების მოხმარების აკრძალვა გარკვეული დროით, რომელზეც, სავარაუდოდ, მოახდინა გავლენა რადიოაქტიურმა დაბინძურებამ.
In most cases, such measures are the relocation and prohibition of food consumption for a certain period of time, which are likely to have been affected by radioactive contamination.

ბ) ავარიული სიტუაციის დაგეგმვის ზონა − გამაფრთხილებელი ღონისძიებების ზონა და გადაუდებელი დაცვითი ღონისძიებების დაგეგმვის ზონა.
b) an Emergency Planning Zone — a zone for implementing precautionary actions and a zone for planning urgent protective actions.

ა) გამაფრთხილებელი ღონისძიებების ზონა − ზონა იმ დანადგარის ან ობიექტის გარშემო, რომელთან დაკავშირებითაც უნდა იქნეს მიღებული გადაუდებელი დაცვითი ღონისძიებები, დანადგარის ან ობიექტის გარეთ მძიმე დეტერმინირებული ეფექტების თავიდან ასაცილებლად ან შესამცირებლად.
a) Precautionary Action Zone (PAZ) - an area around an installation or facility in respect of which emergency protection actions must be implemented to prevent or reduce serious deterministic consequences outside the installation or facility.

ამ ზონაში დაცვითი ღონისძიებები უნდა განხორციელდეს რადიოაქტიური მასალის გამოთავისუფლებამდე ან რადიაციის გამოსხივებამდე, ან გამოთავისუფლებიდან ან რადიაციის გამოსხივებიდან მალევე დანადგარზე ან ობიექტზე არსებული მდგომარეობის საფუძველზე.
Protective actions in this area should be implemented based on the situation at the installation or facility before the release of radioactive materials or radiation or shortly after the release or radiation.

ბ) გადაუდებელი დაცვითი ღონისძიებების დაგეგმვის ზონა − ზონა იმ დანადგარის ან ობიექტის გარშემო, რომელთან დაკავშირებითაც უნდა იქნეს მიღებული გადაუდებელი დაცვითი ღონისძიებები ბირთვული ან რადიოლოგიური საგანგებო სიტუაციის შემთხვევაში, რათა თავიდან იქნეს აცილებული დასხივების დოზები დანადგარის ან ობიექტის გარეთ, უსაფრთხოების საერთაშორისო სტანდარტების შესაბამისად.
b) Urgent Protective Action Planning Zone (UPZ) - an area around an installation or facility in respect of which emergency protection actions must be implemented in the event of a nuclear or radiological emergency in order to prevent radiation doses outside the installation or facility in accordance with international safety standards.

ამ ზონაში დაცვითი ღონისძიებები უნდა იქნეს მიღებული გარემოსდაცვითი მონიტორინგის ან, როდესაც ეს შესაძლებელია, დანადგარზე ან ობიექტზე არსებული მდგომარეობის საფუძველზე.
Protective actions in this area shall be based on environmental monitoring or, if possible, based on the situation at the installation or facility.

გ) ავარიული მზადყოფნა − იმ ღონისძიებების განხორციელების შესაძლებლობის შექმნა, რომელთა მეშვეობითაც მოხდება ადამიანის სიცოცხლეზე, ჯანმრთელობაზე, ქონებასა და გარემოზე ბირთვული ან რადიოლოგიური საგანგებო სიტუაციის შედეგების ეფექტიანი მიტიგაცია.
c) emergency preparedness - creating opportunities for the implementation of actions that effectively mitigate the effects of a nuclear or radiological accident on life, health, property and the environment.

დ) ავარიული რეაგირება − გარემოზე, ადამიანის სიცოცხლეზე, ჯანმრთელობასა და ქონებაზე ბირთვული ან რადიოლოგიური საგანგებო სიტუაციის შედეგების მიტიგაციის მიზნით, შესაბამისი ქმედებების განხორციელება.
d) emergency response - the implementation of appropriate actions to mitigate the consequences of a nuclear or radiological accident for the environment, life, health and property.

ავარიული რეაგირება ასევე წარმოადგენს ნორმალური სოციალური და ეკონომიკური საქმიანობის განახლების საფუძველს.
Emergency response shall also serve as the basis for the resumption of normal socio-economic activities.
