It is shown that the binary–atomic approach, using a "fuzzy" description of system- and structure states by an orthonormal set of vector–matrices of m variables, enables a simultaneous description of input (output) variables (“fields of operations”), the system of restrictions (criteria), the system of estimations and that of goals, without facing the problem of scanning all possible situations or of the growth of multivalued solutions when m increases.
