როგორც პრაქტიკა ცხადყოფს ხშირია შემთხვევები, როდესაც საზღვარგარეთ საქართველოს მოქალაქეებს და საქართველოში უცხო ქვეყნის მოქალაქეებს და მოქალაქეობის არმქონე პირებს არა აქვთ ინფორმაცია საკონსულო სფეროს მიკუთვნებული საკითხების შესახებ, რის გამოც კვალიფიციურად ვერ ახდენენ საკუთარი უფლება-მოვალეობების რეალიზებას.

As it has been demonstrated by practice, there are many cases when Georgian citizens abroad and foreign citizens and stateless persons in Georgia have no information on the matters belonging to the consular sphere of competence, which lack of information results in their failure adequately to implement their rights and obligations.

In Georgia there is no information accumulated in any way, which could be available for foreign citizens and stateless persons in Georgia, enabling them to familiarize themselves with necessary information concerning the reception of Georgian visas, obtainment of the permits required for the entry and stay in Georgia, and concerning the legalization and certification of relevant documentation by means of apostille.

Such information is necessary to ensure that the foreigners arriving in Georgia are well-prepared and supplied with necessary information and documentation, which would make for them easier to follow the required procedures and would minimize the chances of their illegal stay in the country or their becoming stateless persons.

Despite the efforts of Governmental, international or non-governmental organizations, the Georgian citizens going abroad still are not adequately informed about: the necessary rules for the reception of visas of various countries, rules of entry, and about the legalization and certification by means of apostille of the documents to be submitted to the relevant authorities of foreign countries.

Another problem of paramount importance is the low level of information of the Georgians legally or illegally staying in foreign countries about the functions, rights and obligations of the Georgian diplomatic representations and consular offices abroad, which again complicates the process of the registration of acts of civil status and the issuance of passports, certificates of identity and certificates for the return to Georgia in respect to Georgian citizens, as well as the procedures of the provision of legal assistance to Georgian citizens, of their record and registration, and other procedures, related to consular activities.
