(4) “Functioning was restricted in the period of the military operations” – means that in the period of the military operations a part of the village inhabitants had no possibility to use the specified service; or they did have such possibility, but the quality of the service concerned deteriorated, or its periodicity decreased (for instance, in some places of the village territory it became impossible to use the mobile communication, or the airtime of TV channels was restricted, or it became more difficult to purchase food products in sales outlets), regardless of whether the relevant building or structure was damaged or not.

(5) ფუნქციონირება შეფერხდა საომარი მოქმედების პერიოდში – გულისხმობს, რომ საომარი მოქმედებების პერიოდში სოფლის მთელ მოსახლეობას შეუწყდა მოცემული სერვისით სარგებლობის საშუალება ხანმოკლე ან ხანგრძლივი პერიოდის განმავლობაში (მაგალითად შეწყდა ადგილობრივი სამოქალაქო ტრანსპორტით მომსახურება), მიუხედავად იმისა დაზიანდა თუ არა შესაბამისი შენობა ან ნაგებობა.
(5) “Functioning was delayed in the period of the military operations” – means that in the period of the military operations all inhabitants of the village were devoid of the possibility to use the specified service either for a short or for a long period of time (for instance, provision of the civil transport service was stopped), regardless of whether the relevant building or structure was damaged or not.
