5. Offsetting transfer shall not be allocated to those local self-government bodies, whose budget revenues (except for grants) exceed the summary amount of the increase of expenditures and non-financial assets.

6. გაანგარიშების შემდგომ ეტაპზე გამოითვლება თითოეული ადგილობრივი თვითმმართველი ერთეულის ბიუჯეტის გამოთანაბრებითი ტრანსფერის ოდენობა, რომელიც მიიღება ამ კოდექსის 74-ე მუხლით განსაზღვრული ფორმულის შესაბამისად.
6. At the next stage of calculation, the amounts of offsetting transfers for each local self-government body shall be calculated, which amount shall be arrived at in accordance with the formula determined under Article 74 of this Code.

1. თითოეული ადგილობრივი თვითმმართველი ერთეულების ბიუჯეტისათვის გადასაცემი გამოთანაბრებითი ტრანსფერის მოცულობა განისაზღვრება ფორმულით:

გ) R _ ადგილობრივი თვითმმართველი ერთეულის ბიუჯეტის შემოსავლები (გრანტების გარდა), რომელიც ცალკეული ადგილობრივი თვითმმართველი ერთეულის ბიუჯეტისათვის გაიანგარიშება მიმდინარე წლის პროგნოზისა და გასული 3 წლის ფაქტობრივი მაჩვენებლების ტენდენციის მიხედვით;
c) R – Budget revenues of local self-government body (except for grants), which is calculated for each self-government body based on the forecast for the current year and the trend shown by actual indicators for last 3 years.

2. გამოთანაბრებითი ტრანსფერის გაანგარიშების ინსტრუქციას (მათ შორის გაანგარიშებისას გამოყენებულ სტატუსის და მხარდაჭერის კოეფიციენტებს) ამტკიცებს საქართველოს ფინანსთა მინისტრი.

3. ადგილობრივი თვითმმართველი ერთეულის პრიორიტეტების დოკუმენტის მომზადების მიზნით თვითმმართველი ერთეულის აღმასრულებელი ორგანო ყოველი წლის 1 მარტიდან იწყებს მუშაობას, რისთვისაც გამოსცემს შესაბამის ადმინისტრაციულ სამართლებრივ აქტს, სადაც განსაზღვრული იქნება პრიორიტეტების შედგენისათვის წარსადგენი ინფორმაციის ნუსხა და წარდგენის ვადები.
3. With the purpose of drafting the document of the priorities of the local self-government body, executive body of the self-government entity start working from March 1 of every year, for which it shall issue the corresponding legislative act, which shall define the list of information sources for creating the priorities and deadlines for their submission.
