იაპონიის მთავრობასა და საქართველოს მთავრობას შორის ნოტების გაცვლის, დათარიღებულის (ნოტების გაცვლის ხელმოწერის თარიღი) (შემდგომში „ნოტების გაცვლად“ მოხსენიებულის), რომელიც ეხება იაპონიის კულტურულ თანამშრომლობას თბილისის სახელმწიფო უნივერსიტეტის იაპონური ენის შესასწავლი მოწყობილობის გასაუმჯობესებლად გამიზნულ პროექტთან (შემდგომში „პროექტად“ წოდებულთან) მიმართებაში, I, მე-3, მე-4 და მე-5 პუნქტებთან დაკავშირებით, იაპონიის მთავრობისა და საქართველოს მთავრობის წარმომადგენლებს სურთ წერილობით დააფიქსირონ შემდეგი საპროცედურო დეტალები, რომლებიც შეთანხმებულ იქნა ორი ქვეყნის მთავრობათა შესაბამის ორგანოებს შორის.
With reference to paragraph1., 3., 4. and 5. of the Exchange of Notes between the Government of Japan and the Government of Georgia dated (the date of signature of Exchange of Notes) (hereinafter referred to as “the Exchange of Notes”) concerning the Japanese cultural cooperation for the project for the Improvement of Japanese Language Learning Equipment of Tbilisi State University (hereinafter referred to as " the Project"), the representatives of the Government of Japan and of the Government of Georgia wish to record the following procedural details which have been agreed upon between the authorities concerned of the two Governments.

ამდენად, საქართველოს მთავრობა ან მის მიერ დანიშნული ორგანო ნოტების გაცვლის ძალაში შესვლის თარიღიდან ერთი თვის განმავლობაში დებს ნოტების გაცვლის მე-4 პუნქტში მოხსენიებულ კონტრაქტს „იაპონიის საერთაშორისო თანამშრომლობის სისტემასთან“ (შემდგომში „აგენტად“ წოდებულთან), რომელიც საქართველოს მთავრობას ან მის მიერ დანიშნულ ორგანოს დახმარებას აღმოუჩენს თანახმად აგენტის მომსახურებათა სფეროსი, რომელიც დანართშია მოყვანილი.
The Government of Georgia or its designated authority shall, therefore, conclude a contract referred to in paragraph 4.of the Exchange of Notes, within one month after the date of entry into force of the Exchange of Notes, with Japan International Cooperation System (JICS)(hereinafter referred to as “the Agent”)to assist the Government of Georgia or its designated authority in accordance with the Scope of the Agent's Services as set forth in Appendix.

The Government of Georgia or its designated authority shall issue an authorization to pay, in accordance with the above­mentioned contract, to the bank referred to in sub­paragraph (1) of paragraph 5. of the Exchange of Notes.

Any official of the Government of Georgia shall not undertake any part of the Japanese nationals' work of purchase of the Equipment and services mentioned in paragraph 4. of the above-mentioned Exchange of Notes.

With regard to subparagraph (1) of paragraph 3. of the Exchange of Notes, the representative of the Japanese Delegation stated that the Government of Japan understands that the Government of Georgia will take necessary measures to prevent any offer, gift or payment, consideration or benefit which would be construed as a corrupt practice in Georgia from being made as an inducement to or reward for the award of the contracts referred to in paragraph 4. of the Exchange of Notes.
