1. Transfers of the funds from one office to payment to other offices of payments, except for the allotments used in accordance with Articles 67 and 68 of the present Code, are possible only via making changes to the adopted annual state budget.

On the basis of the relevant legislative act and the proposal of the office of payment, the executive entity of the local self-government body is authorized to introduce changes to the organizational classification (inclusion of an addition organizational code, change of the name of the budgetary organization, program, project or an event).

4. ადგილობრივი თვითმმართველი ერთეულის აღმასრულებელი ორგანო უფლებამოსილია, შესაბამისი სამართლებრივი აქტის საფუძველზე, საქართველოს სახელმწიფო ბიუჯეტით გათვალისწინებული საერთო სახელმწიფოებრივი მნიშვნელობის გადასახდელებიდან გამოყოფილი თანხების ასახვის მიზნით, განახორციელოს ცვლილებები ბიუჯეტით დამტკიცებულ შემოსულობებსა და გადასახდელებში (მათ შორის, ორგანიზაციული კოდის დამატება).
4. The executive entity of the local self-government body is authorized, on the basis of the relevant legislative act, with the purpose of inclusion of the funds allocated from the expenditures of common state importance envisaged by the state budget of Georgia, to introduce changes in the revenues and expenditures approved by the budget (including additions to the organizational classification).

5. Amendment of the annual budget with the allotments allocated on the basis of Articles 67 and 68 of the present Code and the changes envisaged by paragraphs 2, 3 and 4 of the present Article, shall be implemented in accordance with the rule defined by local self-government entity representative body (for the city of Tbilisi – in accordance with the rule defined by the government of Tbilisi city).
