The creation of an integrated management system for responding to nuclear or radiological emergencies, the development of response plans and procedures, the readiness and availability of necessary equipment, medicines, measuring instruments, personal protective equipment, technics, communication systems, and other necessary means shall determine the effectiveness of responding to a nuclear or radiological emergency and minimising its consequences.
