ოპერატორმა უნდა შეიმუშაოს ბირთვული დაცულობის იმგვარი სისტემა, რომელიც უზრუნველყოფს დამრღვევის შეკავებას უკანონო ქმედების ჩადენის მცდელობისაგან და ასეთი ქმედების ჩადენის პრევენციას დეტექტირების, დაყოვნებისა და რეაგირების ღონისძიებების განხორციელების გზით.
An operator shall develop a nuclear safety system that ensures that the violator is deterred from attempting to commit an unlawful act and that such acts are prevented by implementing detection, retardation and response measures.
