The civil registry office receiving the application of the persons who are to get married, shall be obliged to inform them of the conditions and procedure for marriage, as well as clarify for them the rights and obligations of spouses, envisaged by the present Code, and that they shall be held responsible for the concealment of matrimonial impediments.
