From the side of the Ministry of Foreign Affairs (MFA), all consular officers stationed at the relevant Georgian embassies in participating EU Member States (estimated to be 10 in total) and key officials stationed at the MFA's Consular Department in Tbilisi will directly be targeted under this action, all together amounting to 20 persons from the side of the MFA.

The needs and constraints of the CRA are related to the disparity between on the one hand sophisticated databases currently in use and on the other hand the large number of old files only available in paper version at the CRA itself, but also at other structures, such as the old civil registry that until November 2004 was administered by the Ministry of Internal Affairs and partial registries kept by the Abkhaz Government-in- Exile on people who were forced to flee Abkhazia during the conflict in the early 1990s.
