შედგენილია ჰააგაში, 1993 წლის 29 მაისს, ინგლისურ და ფრანგულ ენებზე, ორივე ტექსტი არის რა თანაბრად ავთენტიკური, ერთ ეგზემპლარად, რომელიც შენახულ იქნება ნიდერლანდების სამეფოს მთავრობის არქივებში, და რომლის დამოწმებული ასლიც დიპლომატიური არხებით დაეგზავნება თითოეულ სახელმწიფოს, რომლებიც საერთაშორისო კერძო სამართლის ჰააგის კონფერენციის წევრები იყვნენ მისი მეჩვიდმეტე სესიის გამართვის თარიღისთვის და თითოეულ სხვა სახელმწიფოს, რომლებიც ამ სესიაში მონაწილეობდნენ.
Done at The Hague, on the 29th day of May 1993, in the English and French languages, both texts being equally authentic, in a single copy which shall be deposited in the archives of the Government of the Kingdom of the Netherlands, and of which a certified copy shall be sent, through diplomatic channels, to each of the States Members of the Hague Conference on Private International Law at the date of its Seventeenth Session and to each of the other States which participated in that Session.

სამინისტრო აუცილებლად თვლის, აღნიშნული ტერმინი „თურქი მესხები", გამოგონილი საბჭოთა კავშირის კომუნისტური რეჟიმის მიერ, შეიცვალოს გაცილებით უფრო ცივილიზებული ტერმინით: „საბჭოთა რეჟიმის მიერ სამხრეთ საქართველოდან 1940-იან წლებში განდევნილი მოსახლეობა", ვინაიდან დროის იმავე პერიოდში საქართველოდან ამ პროცესის პარალელურად დეპორტირებულნი იყვნენ თარაქამები, ხემშილები, ქურთები, ბოშები და ყარაფაფახები და მათ მიმართ ამ ტერმინის გამოყენება გაუგებრობას იწვევს.
The Ministry considers it necessary to replace the targeted term “Meskhetian Turks” invented by the Soviet Union communist regime by far a civilized term -“the population expelled from South Georgia by the Soviet regime in 1940S”, as at the same period of time in parallel to that process from Georgia were deported Taraqams, Khemshilebi, Kurtz, Gypsies and Karafafagebi and in relation to them to use this term arouses misunderstanding.

აქვე გვსურს აღვნიშნოთ, რომ ტერმინ „თურქი მესხების" დანერგვა გამოიწვევს მათს დაბრუნებას ცალკე ეთნიკური ჯგუფის სახით და შედეგად დამატებით გაუგებრობას მოგვიტანს, რაც, საბოლოო ჯამში, დააბრკოლებს მათს ინტეგრაციას საქართველოს სახელმწიფოში.
We would like to point out hereby that planting of term “Meskhetian Turks” will cause their return by a separate ethnic group and bring out additional misunderstanding, which will in the end hinder their integration in the Georgian State.
